<p>Through evolution,  and assuming evolution occurs ceteris paribus, a human brain is pre-wired with certain capabilities.</p>
<p>The following are two sources of information:</p>

<p>Dear Leon Apel:</p>
<p>Thank you for your email of 7 July 2010. I will respond to your questions in order.</p>
<p>We do not provide a public database of all Bank of Canada bank note serial numbers to the public. Given the complexities of the printing process, and for security reasons, the Bank of Canada does not report bank note serial numbers on its website. The Bank only provides the first and last prefix in a range of serial numbers as public information. A last serial number will always be provided with the next first serial number, whenever there is a change in bank note design or signature combinations (Birds of Canada and Canadian Journey series only), and a change in the year of production (Canadian Journey series only). It&#8217;s important to note that not all notes printed in the ranges of serial numbers necessarily go into circulation. Attached is a list of the available serial numbers.</p>
<p>The external auditors audit the Bank&#8217;s annual financial statements. Their reports are sent to the Minister of Finance, and the professional opinion they express on the Bank&#8217;s financial statements forms a part of those statements and is presented in the Bank?s Annual Report. <p>The main attributes of cash, namely, convenience, broad acceptance, and public confidence, explain why bank notes continue to be used by Canadians. Nevertheless, the payment environment is evolving. The growing use of credit cards and, particularly, debit cards has had an impact on cash usage at the point of sale (POS). As well, emerging payment technologies offered by financial or non-financial institutions will likely broaden consumer payment choices in the future. However, it is important to note that all forms of payment are subject to criminal activity, such as fraud.</p>

<p>Today these business leaders own two of the highest market cap companies. I think Steve Jobs, in particular, is one of the biggest turnaround stories. I respect the competitiveness of Jobs. Michael Dell had previously criticized Apple for poor performance and, in response, Steve Jobs said something about Dell&#8217;s computers being grey boxes with little ingenuity. ?Shortly afterwards, Apple&#8217;s market cap exceeded Dell&#8217;s and he sent out a mass email to employees acknloweding ?this. Now Apple&#8217;s market cap exceeds Microsoft, which is an accomplishment that truly exemplifies the potential of applying above average intellectual capital.</p>]]></content:encoded>

On Canadian paper bills, I see sequential numbering on the opposing side where the Queen is featured, so is there a complete database of the range of bills printed? Do you know where this information is publicly accessible?<!--more--></div>
<div>2) Similarly, how do I know foreign governments use proper accounting with their currencies and have hard evidence to support this? This poses a substantial risk if one country cheats.<!--more-->The following are some more specific, related questions:</div>

<li>I understand central banks share information on monetary bases (eg. M1, M2 etc.) but how can Canadian citizens trust in the physical form?</li>
<li>Why don&#8217;t we have a more transparent system to increase the granularity of data? I don&#8217;t see an alternative to create trust and fairness.</li>
<li>If trust in the Canadian dollar is a goal, I believe it is paramount to have a complete understanding of both domestic and international monetary bases.</li>
<li>Canadians have the technology and infrastructure to move to a completely paperless society, so wouldn&#8217;t it be cheaper to adapt and avoid the risk of paper currency fraud?</li>
<li>Is the Bank of Canada or another federal entity planning to create a solution similar to the American website <a href="http://www.usaspending.gov/" rel="nofollow">http://www.usaspending.gov/</a> ?</li>
<li>Further, by issuing a new plastic currency (<a href="http://www.nationalpost.com/story.html?id=2645048">http://www.nationalpost.com/story.html?id=2645048</a>), will Canada now stop allowing paper currency to be used? If not, then isn&#8217;t the positive impact of enhanced security features significantly reduced?</li>

<p>The fact is that there is a significant portion of people who will not act justly so it&#8217;s important to have your guard up. Something as simple as not looking both ways before crossing a street is fatal. Similarly, in business, one small human misunderstanding/deception/human error in judgement can cause you to lose time or money.</p>
